To unify the use of the National Flag, the National Emblem, and the National Anthem; Based on the provisions of legal documents, the Ministry of Culture, Sports and Tourism guides the use of the National Flag, National Emblem and National Anthem as follows:

I. COUNTRY

1. The image of the national flag: Article 141, chapter XI of the 1992 Constitution of the Socialist Republic of Vietnam; Circular No. 68/VHTT-TT dated August 24, 1993 of the Ministry of Culture and Information (now the Ministry of Culture, Sports and Tourism). “…The national flag of the Socialist Republic of Vietnam is rectangular in shape, with a width equal to two-thirds of its length, with a red background, with a five-pointed yellow star in the middle…”

- “…The middle point of the yellow star is placed at the right midpoint (the intersection of the two diagonals) of the National Flag.

- The distance from the center of the star to the tip of the star is one-fifth of the length of the National Flag.

- A star with an axis perpendicular to the long side of the National Flag and directed upwards along the top of the flagpole hanging.

- Star shape: from the tip of this star wing to the tip of the opposite star wing, there is a straight line, no bulge in the middle, no bulb.

- Both sides of the National Flag have a golden star that coincides with each other.

2. How to fly, when to hang the National Flag and use the National Flag in mourning: Regulation No. 974-TTg dated 21 July 1956 of the Prime Minister guiding the use of the National Flag; Circular No. 68/VHTT-TT dated August 24, 1993 of the Ministry of Culture and Information (now the Ministry of Culture, Sports and Tourism).

2.1. Hang:

- “…When flying the National Flag, pay attention not to put the star upside down.

- Hanging pictures, portraits of leaders together with the National Flag, the photo must be lower than the National Flag or put the image on the background of the National Flag under the star..."

2.2. Hanging time:

- “…The national flag is hung in meeting rooms and halls of all levels of government, state agencies and mass organizations when holding solemn meetings.

- The national flag is hung outdoors on the occasion of major holidays, political events, traditional New Year of the nation and according to the announcement of the central and local authorities.

- National flags may be hung or carried away at places where meetings, parades, mass mobilization, production emulation and implementation of revolutionary movements are launched.

- State agencies, schools (including academies), armed forces units, border gates, international ports must have flagpoles and display the national flag in front of their offices or other solemn places first. At the door of the office, the national flag must conform to the standards of size and color prescribed by the Constitution.

- Headquarters of the Presidential Palace, National Assembly headquarters, Ho Chi Minh Mausoleum, Government headquarters, Supreme People's Court, Supreme People's Procuratorate, Ministry of Foreign Affairs, Vietnamese embassies in different locations. National flagpoles, Hanoi flagpoles, headquarters of People's Committees at all levels (except People's Committees of wards in cities and towns), border gates and international ports, hang the national flag 24/24 hours daily.

- Headquarters of ministries, ministerial-level agencies, armed units, and schools hang the national flag from 6 a.m. to 6 p.m. daily.

- All the above agencies and units, especially foreign agencies, when there are foreign guests from the ministerial level and above to visit officially, they must fly the guest's national flag together with the national flag..."

2.3. Using the National Flag for mourning:

- “…When there is national mourning, attach a black strip of cloth above the national flag, equal to the length of the national flag, and 1 tenth of the width of the national flag.

- The national flag to cover the coffins of the dead is decided by the Government to carry out the national funeral. Other cases where the national flag is covered on the coffins of the dead will be specified separately…”

3. - Hanging flags of many countries and rows of flags in a horizontal row, the position for the first flag, if you look at the flag row from the outside, can be arranged as follows:

+ Start from the middle to the sides, in the order left, right. This is the usual way in the diplomatic reception to fly the flags of many countries along with the host country's flag, the host country's flag is usually located in the center position.

- Hanging the National Flag of our country with the National Flag of another country: the flags must be arranged in parallel with each other. ¸ high lep.

- National flags that are torn, patched, discolored or have many pleated lines are not allowed.

4. Flag flying for ships: Article 45 of Decree No. 71/2006/ND-CP dated July 25, 2006 of the Government on management of seaports and navigational channels.

“...4.1. The flags of ships when operating at ports are regulated as follows:

Foreign ships must hang the National Flag of the Socialist Republic of Vietnam at the top of the ship's highest mast from sunrise to sunset.

Particularly for Vietnamese ships, the position of hanging the national flag of the Socialist Republic of Vietnam is at the stern of the ship;

4.2. On the National Day of the Socialist Republic of Vietnam or when the Head of State visits the port, at the request of the Director of the Maritime Port Authority, all ships anchored or moored in the port must be suspended. holiday flags.

4.3. When a foreign vessel wishes to fly the ceremonial flag, mourning flag, or blow the whistle on ceremonial occasions of its country, it must notify the port authority in advance.

4.4. The Director of the Maritime Port Authority may waive the responsibility of flying the National Flag for some rudimentary watercraft when operating in seaport waters.

4.5. The flying of the national flag specified in Clause 1 of this Article for foreign military ships to visit Vietnam at the official invitation of the Government of the Socialist Republic of Vietnam shall comply with the provisions of Vietnamese law. .”

5. National flag in ceremony decoration: Provisions in Article 4 of Decree No. 154/2004/ND-CP dated August 9, 2004 on State etiquette in organizing rallies and anniversaries; awarded and received state honorary titles, Orders, Medals, Emulation Flags of the Government, Certificates of Merit from the Prime Minister.

“…The ceremony is held in the hall or outdoors.

5.1. Organized in the hall:

The stage of the hall is solemnly decorated according to the following regulations:

a) The national flag or the national flag and the Party flag are hung on the backstage or on the flagpole to the left of the stage; The national flag is on the right, the Party flag is on the left (viewed from the hall).

b) The bust of President Ho Chi Minh is placed on a high platform below the star or below between the star and the hammer and sickle in the vertical direction. In case the flag is hung on a pole, place the statue of President Ho Chi Minh in front of the flagpole to the right (viewed from the hall).

c) The ceremony title is in plain font on the background to the right of the stage.

d) Table of the Presidium: based on the nature of the ceremony, the Organizing Committee decides to arrange the table of the Presidium for the ceremony.

The Presidium Table is arranged in the middle of the stage. Depending on the number of members of the Presidium, the Organizing Committee decides the number of rows (towards the back), but the last row of people sitting must not obscure the statue of President Ho Chi Minh and the title of the ceremony. The Presidium is arranged to sit according to important positions from the middle to the sides, from the front to the back.

dd) Speaker podium can be arranged on the stage (on the right side of the stage) or below in front of the stage depending on the specific conditions of the hall. Do not place the speaker podium over the background headline; do not put flowers on the speaker's face; The microphone on the podium is placed neatly, convenient for the speaker.

e) Decorative flowers are placed at the bottom, in front of the podium with the statue of President Ho Chi Minh. For rallies, celebrations can place flower baskets in front of the podium and potted plants or flower baskets under the header along the background. If there is a flower basket given by senior leaders of the Party and State, it should be placed in a solemn position. Do not put too many flower baskets on the stage (about 5 bonsai pots or 5 flower baskets).

g) The slogan of the ceremony is hung in a prominent position, suitable for the space of the hall. The content of the slogan is decided by the Organizing Committee.

h) Outside the hall, hang the national flag in a solemn position, decorative flags, banners and slogans, creating a landscape suitable for the ceremony.

i) Guests are arranged to sit opposite the bottom in front of the stage according to important positions from the middle to the sides, from the front to the back.

5.2. Outdoor organization:

a) The outdoor ceremony is held at a square, stadium or other solemn place as determined by the Organizing Committee.

b) The platform is firmly designed and arranged similarly to the hall. The national flag hangs on a high pole in front of the platform. Around the stage, there are decorative flags and appropriate slogans.

c) The position of the Presidium is arranged in the middle of the stage. The crowd attending the meeting stood in blocks in front of the podium…”

6. Hanging the national flag during the birthday celebration: Article 8 of Circular No. 06/2012/TT- BVHTTDL dated May 14, 2012 of the Ministry of Culture, Sports and Tourism detailing a number of articles of Decree No. 06/2011/ND-CP dated January 14, 2011 of the Government on supporting the elderly to participate in cultural, sports and tourism activities and celebrating the elderly's birthday.

6.3. The ceremony title is shown in capital letters against the background to the right of the stage.

6.4. The title content is shown by age as follows:

a) Full 70 years old and full 75 years old: Longevity celebration;

b) Full 80 years old and full 85 years old: Celebration of longevity;

c) Full 90 years old, full 95 years old and 100 years old or more: Celebration of the high life.

d) In case of holding a joint longevity celebration for the elderly of different ages, the title content shall be:

6.5. Decorative flowers are placed at the bottom, in front of the statue of President Ho Chi Minh.

6.6. The slogan of the ceremony (if any) is hung in a prominent position, suitable for the hall space. The content of the slogan is decided by the organizers…”

7. Hanging the national flag in the festival area: Regulations at Point b, Clause 1, Article 12, Circular No. 04/2011/TT-BVHTTDL dated January 21, 2011 stipulating the implementation of a civilized lifestyle in marriage , funerals and festivals.

1. Bases:
